A useful BTO renovation quote starts with what your flat already includes and what you actually need to add. Before choosing a package, confirm the rooms, quantities, finishes and installation responsibilities. A package name or floor-area label alone does not tell you whether the proposed work suits your home.

If you are approaching key collection, this guide helps you prepare a brief that renovation companies can price clearly. You can then compare the scope rather than making a decision from the headline total.

Decide what you will keep before asking for a quote

List the flooring, doors, sanitary fittings and other items supplied with your flat or selected through your purchase arrangements. Do not assume every BTO has the same starting specification. Give each firm your floor plan and identify items you want to retain, replace or review after inspecting the flat.

Separate must-haves from optional upgrades. A practical first brief might include kitchen storage, bedroom wardrobes, lighting installation, painting and an agreed amount of additional electrical work. Put feature walls, extensive display cabinetry and decorative ceilings in a separate options list so their costs stay visible.

What should a BTO renovation package include?

Ask for the package to be broken down by room and trade. For carpentry, confirm cabinet lengths, measurement units, carcass material, door finish, internal layout and hardware. State whether drawers, pull-out fittings, soft-close mechanisms and accessories are included.

For the kitchen, check the countertop specification, sink and hob cut-outs, backsplash, plumbing connections and installation labour. For wardrobes, confirm the number of drawers, internal compartments, door system and any lighting provisions. A rendered image does not replace a written specification.

For electrical work, ask how many points are included, which types they are, and what each additional item costs. Confirm who supplies lighting fixtures, how installation is charged and whether any existing points will be moved. HDB advises engaging an EMA licensed electrical worker for electrical work; discuss the proposed scope with the appropriate professional.

Check bathroom proposals against your flat’s restrictions

Do not assume a package can include every bathroom alteration shown in a portfolio. HDB states that newly built flats have a three-year restriction on removal of bathroom and toilet wall and floor finishes. Check the applicable rules for your flat before agreeing to work affecting those finishes.

Ask the firm to distinguish permitted upgrades from work that requires further assessment or approval. Keep the written explanation with the quotation. The relevant HDB guidance is linked in the references below.

Compare the complete cost of moving in

A renovation quote may exclude appliances, lighting fixtures, curtains, loose furniture and household accessories. Record these separately in your own budget instead of assuming the renovation package is your entire move-in spend.

Within the quotation, clarify delivery, floor protection, debris removal, cleaning, installation and applicable GST. Ask which items are provisional and how they will be measured or priced later. If you choose a material above an allowance, request the revised amount before approving it.

Agree the programme before booking your move

Tell each firm your expected key-collection date and preferred move-in window, while identifying dates that are not yet confirmed. Ask what must happen before work can start, when measurements are taken and which decisions could delay orders.

Check the proposed payment milestones, project contact, progress-update arrangements and handover process. Have the firm describe how outstanding items and defects will be recorded and addressed. Avoid treating an early verbal completion estimate as a confirmed move-in commitment.

Questions to send with your BTO brief

“Please quote the attached scope by room and trade. Confirm carpentry dimensions, materials and hardware; electrical quantities; supply and installation responsibilities; exclusions; applicable tax; and total payable. Please identify provisional items, required approvals, payment milestones and the proposed handover process.”

Send the same brief to each shortlisted firm. When proposals arrive, resolve differences in writing before comparing totals.

Frequently asked questions

When should I request BTO renovation quotations?

Start once you have a usable floor plan and a realistic brief. An early proposal can support planning, but confirm site measurements, the condition of the flat and the final scope before committing.

Is a BTO renovation package always cheaper than a custom quote?

No single format is automatically better value. Compare the included work, quantities, finishes and necessary additions against your requirements.

Do I need to renovate every room before moving in?

Prioritise the work needed for your household’s use of the home. Discuss the practical disruption and coordination involved if you plan to complete optional work later.
