A resale HDB renovation quotation should reflect the flat’s existing condition as well as your desired design. Before comparing prices, agree what will be retained, removed, repaired and replaced. Ask each firm to identify work that cannot be confirmed until a site inspection or further assessment.

This is especially useful when you are choosing between a targeted refresh and a more extensive renovation. The two approaches need different scopes, so a cheaper total alone is not a fair comparison.

Start with a retain, repair and replace list

Walk through the home by room. Record flooring, doors, cabinetry, bathroom fittings, windows, wiring and plumbing that you hope to retain. Treat this as a discussion list, rather than a technical judgment about their condition.

Share photographs, a floor plan and any available information about previous works with shortlisted firms. Ask which items need closer inspection and what evidence supports a recommendation to replace them. A site-specific explanation is more useful than assuming every older flat needs the same full renovation package.

Ask for a site survey before finalising the scope

Request a survey that considers access, existing surfaces, visible services, layout and the work you propose. Explain whether the flat will be occupied and whether furniture needs protection or storage.

Ask the firm to mark assumptions explicitly: concealed pipe conditions, the suitability of retained surfaces, the extent of making good after removal, and anything else it cannot yet verify. For uncertain work, agree the approval and pricing process before it starts. A provisional sum is an allowance to clarify, not a promise that the final cost will stay unchanged.

Break the quotation into work stages

Demolition and removal: Identify exactly which cabinets, fittings, partitions or finishes will be removed. Confirm protection, transport, debris removal and making good. For proposed wall changes, check the applicable HDB evaluation and approval requirements rather than assuming a wall may be removed.

Electrical and plumbing: Describe the proposed points, replacements and relocations. Ask who carries out the relevant regulated work and what is included in testing, installation and connections. Confirm any owner-supplied fittings separately.

Floors and walls: Check whether the proposal is to retain, overlay or remove existing finishes. Ask for the assessment supporting that method, the resulting levels and transitions, and the specification of new materials.

Carpentry and fittings: Match dimensions, internal configurations, finishes and hardware across proposals. Include the work needed around retained items so interfaces are not left unpriced.

Compare a refresh with a full renovation fairly

Ask for two clearly separated scopes if you are undecided. One may retain suitable flooring and most services; another may include more replacement and layout changes. Have the firm explain the practical limitations of each.

Compare the benefit of each additional item against its cost, disruption and coordination needs. Do not combine the lower price from one proposal with the more extensive scope from another. Keep optional upgrades outside the base total until you choose them.

The article at the “Compare Renovation Quotations in Singapore” guide linked in Sources & references explains how to align quotations before comparing their totals.

Plan around possession, occupation and handover

Tell firms when you expect access to the property, when you need to move and whether anyone will live there during the work. Ask about the proposed sequence, material lead times and decisions needed from you.

Clarify responsibility for checking HDB requirements and submitting applications where needed. Confirm payment milestones, the process for written variations, and how incomplete work or defects are recorded at handover. Keep the final drawings and specification attached to the agreed quotation.

A brief you can send to renovation firms

“Please survey the flat and quote the attached retain, repair and replace list. Identify assumptions about existing conditions, provisional items, hacking and making-good scope, electrical and plumbing work, approvals, exclusions and total payable. Please also provide the proposed sequence, payment milestones and variation procedure.”

Frequently asked questions

Can I get a final resale renovation quote from photographs?

Photos can help with an initial discussion, but ask what still requires measurement or inspection. Confirm those items before treating the proposal as final.

Should I replace all existing wiring and plumbing?

Have the relevant qualified professional assess the condition and your proposed requirements. The age of the flat alone does not define the exact scope you should buy.

Can I keep the existing floor to reduce renovation work?

Discuss its condition, the proposed installation method, levels and compatibility with the intended works. Request a written recommendation for your flat.
